Manufacturing clothing in Pakistan vs China vs the USA for streetwear: MOQ, price per piece, sample and bulk lead times, duty and tariffs, strengths and weaknesses of each, and how to reduce offshore risk.

For streetwear at 50–500 pieces per design, Pakistan offers the lowest minimums (50), the shortest lead times (2–3 weeks) and mid-range prices; China offers the lowest unit prices but at 300–500 piece minimums and 6–9 week lead times; the USA offers proximity and no import duty at the highest prices and rising minimums. Most small and mid-size brands are best served by Pakistan or a mix.

Why is Pakistan strong for small streetwear runs?

Sialkot’s export industry grew on sportswear, leather goods and surgical instruments: small, technical, frequent orders for international buyers. Factories here are used to 50-piece lays, English-language tech packs and Western sizing, and the supply chain for fleece, rib, zips, labels and packaging is local. That is why 2–3 week lead times are normal. The country is also one of the world’s largest cotton producers, so cotton fleece and jersey are made close to the factory rather than imported. When is China the better choice?

At volume, and for technical products. If you are ordering 1,000+ pieces per colour of a standard product, Chinese unit prices are hard to beat. For highly technical outerwear with proprietary membranes, seam sealing and complex hardware, the supplier base is deeper. The costs are the minimums, which shut out most brands under a few thousand pieces per season, the lead times, and since 2018 the Section 301 tariffs that add 7.5–25% to many apparel categories on top of standard duty.

When is the USA the better choice?

When revisions need to happen in person, when “Made in USA” is central to the brand, or when the drop date is inside three weeks and you can pay for it. Domestic cut-and-sew for a 400 GSM hoodie runs $45–$65 before decoration, and small shops that once took 100 pieces increasingly start at 300–500. There is no duty and no freight, which narrows the gap slightly, but a $65 hoodie still has to retail at $180 to hold a streetwear margin.

What about Bangladesh, Vietnam, Turkey and Portugal?

Bangladesh and Vietnam are volume countries with minimums like China’s and lower prices on basics. Turkey and Portugal are excellent for European brands, with fast shipping into the EU and prices between Pakistan and the USA, but minimums of 100–300 and no advantage on US duty or freight. For a US streetwear brand at 50–500 pieces, the practical shortlist is Pakistan or domestic.

How do you reduce the risks of manufacturing offshore?

  • Sample before bulk, every style, every time. See the sampling process.
  • Insist on DDP so the landed cost is known and customs is the factory’s problem. See DDP shipping explained.
  • Verify the factory with a live video walkthrough, not a brochure. How to vet a manufacturer.
  • Pay 50/50, never 100% upfront, and keep the approved sample as the reference for inspection.
  • Keep fabric lot, Pantone and pattern records with the factory so reorders match.

Frequently asked questions

Is Pakistan good for clothing manufacturing?

For cut-and-sew knitwear, sportswear, leather and denim, yes. Pakistan is a top-ten apparel exporter, and Sialkot in particular is built on small, technical export orders.

Is it cheaper to manufacture in China or Pakistan?

At 500+ pieces China is usually 10–20% cheaper per piece. At 50–200 pieces Pakistan is cheaper because Chinese minimums push small brands into higher-cost intermediaries.

Are there tariffs on clothing from Pakistan to the USA?

Yes, standard US apparel duty of roughly 16–32% by category applies to Pakistan, China and most countries. Under DDP we pay it and include it in the quote.

Is US-made clothing better quality?

Not inherently. Quality depends on the factory. The best US shops are excellent and expensive; the best Sialkot factories produce for the same brands at lower cost.
